Each year thousands of Kansas children are abused or neglected by adults in their lives. Thousands more display out of control behaviors such as truancy, substance abuse, arson, sexual perpetration and running away from home. Family Preservation Services are often the answer to ensuring children stay safe at home with their families. The underlying philosophy of Family Preservation is that most parents can learn how to better care for their children and can keep them safe when appropriate supports and services are made available.

DCCCA has provided Family Preservation Services in Kansas since 1996. At this time, services are provided in three of the five state regions.

• Region 1 covers the area from Emporia east to the Missouri border and south to the Oklahoma border.
• Region 2 includes the five counties in the greater Kansas City metropolitan area.
• Region 5 includes Sedgwick County and the City of Wichita.

The DCCCA model for providing Family Preservation focuses on two overriding goals—keeping children safe and keeping families intact. We prevent out-of-home placement through the use of wrap around services, family empowerment and advocacy and an individualized continuum of care. The approach is crisis-oriented and directly addresses the situation that necessitated the SRS referral for services. Family specialists, teamed up with support workers, stabilize the family in crisis, identify needs, coordinate with community services, develop skills, and plan for family self-sufficiency. Once the intensive case is closed, a resource liaison is assigned who visits and telephones the family to provide follow-up and monitor child safety. A drug and alcohol counselor provides training to staff and families on the signs and symptoms of substance abuse and facilitates entry into treatment when necessary.

Despite our best efforts, some children cannot remain safely in their family home and must be placed in out of home care. For these families, DCCCA continues to provide services with the goal of quickly reintegrating the children back to a safe and secure environment. When necessary to ensure a permanent living arrangement, DCCCA staff can arrange for guardianship or adoption of the children.
